EDUCATION SECTOR


Pemagatshel is one of the far-flung Dzongkhag in the country. It lies in the southeast of Bhutan withy total areas of 1305.02 square kilometers sharing its boarder with Mongar to the Northeast, Trashigang in the Northeast and SamdrupJongkhar to the Southwest. It has total population of 22280(11111 male and 11176 female) with eleven geogs

Of 11 geogs 3 is accessible to motorable road and not electrified and 14 schools are accessible to motorable road. The schools access to telephone connectivity is 90%.

The Dzongkhag has a good coverage of school. It has 1 HSS, 2 MSS, 6 LSS, 4 PS, 29 CPS, 6 ECR and 44 NFE Centre spread across the district. There are 6249(boys and girls) and 555 NFE learners (247 male and 308) with 256 teachers (221 national trained, 19 contract, 17 non-national contract).The student teacher ratio is 1: 24

As per the enrolment and retention study conducted in March,2009, 2.48% (155 of 6249) students walk less than 3 hours,1.68% (105 of 6249) student walk less than 2 hours and half hours, 3.38% (206 of 6249) students walk less than 2 and half hours,5.06% (316 of 6249) students walks less than 1 and half hours,9.99% (624 of 6249) students walk less than 1 hour,24.87% (1554 of 6249) students walk less than 30 minutes. This means 47.46% of students walk from home to school every day and 52.54% of students are enrolled in boarding schools. There are 106 drop- outs age ranging from 6-16(46 boys, 60 girls), 105 children never joined school age ranging from 6-16(39 boys, 66 girls). The primary enrolment is 97 %.The 18 schools are equipped with computer and 9 schools are accessible to internet facilities.

Because of its rough terrain and scattered villages transporting essential educational goods and recruiting retaining experienced teachers is still a daunting task and hampers the speed of developmental activities.

The Sector shall be a vibrant communication centre to schools that is committed to improvement of quality and accessibility of educational services through continuous improvement of school management system, strengthening quality curriculum practices and teachers’ professional development program, creating a wide range of job-oriented program and provision of responsive student support services program in the district.

Shared Goals

1. Support schools to establish effective and efficient school management system.

2. Enhance an access to full enrolment in primary education and increase adult literacy rate and completion of basic education of class X.

3. Promote a sound professional development program for teachers

4. Strengthen quality curriculum practices in schools.

5. Support schools to provide a wide range of job-oriented and establish a responsive student support service programs.

6. Expedite the achievement of minimum standard facilities in all schools set by Ministry of Education.

Core Guiding Principles

The implantation of sector’s activities shall be guided by the four pillars of good governance (accountability, efficiency, transparency and professionalism), Deming’s Theory of Total Quality Management that is emphasizing more on process and continuous improvement of the system.

Activities in the 10th FYP

Target 1:

The 90% of schools with establishment of effective and efficient school management system by 2013.

Activities:

1. Enroll 85% of Principals in the Diploma and M.Ed course offered by College of Education and Ministry.

2. Conduct DBIP on school management and leadership.

3. Supply reference books on management and leadership related books to schools.

4. Organize study tour to dzongkhag and other schools./

5. Establish IMS in schools.

6. Publish Dzongkhag and School Policy Guidelines.

Target 2:

Enhance an access to full enrolment in primary education and increase adult literacy rate and completion of basic education of class X.

Activities

1. Conduct enrollment and retention study and design strategies for implementation.

2. Conduct need analysis for the establishment of ECR/CPS/NFE centre/up- gradation of NMSS and Yurung LSS and new MSS at Yelchen.

3. Survey students walking distance school -wise and provide day meal to the CPS and boarding facilities on needs basis.

4. Support needy students through Dzongkhag students’ welfare fund/submit a proposal of needy students to the dzongkhag kidu focal person for the educational allowance under Royal Kidu Program.

5. Provide boarding facilities with stipend in Primary schools.

Target 3:

Promote a sound professional development program for teachers in the district Promote a sound professional development program for teachers in the district.

Activities

1. Conduct SBIP, CBIP and DBIP on needs basis.

2. Recruit enough supporting staff such as OA, Lab, Lib, Counselor, Sports Instructor, caretakers etc.

3. Up-grade academic as well as professional qualification through DE program.

4. Establish an effective cluster and school monitoring and professional support service system.

5. in corporate enough fund/budget for the PDP.

Target 4:

Strengthen quality curriculum practices in schools.

Activities

1. Supply timely and required textbooks, stationeries, teaching aids and science equipments.

2. Restrict teachers’ movement and promote required instructional hours.

3. Conduct school- wise result analysis and provide required support to the school.

Target 5:

Support schools to provide a wide range of job-oriented and establish a responsive student support service programs.

Activities

1. Introduce clubs and vocational program in schools.

2. Train and recruit a counselor each in all secondary schools and provide basic skill training on counseling to the primary teachers.

3. Infuse and implement Child Friendly School concept in the prevailing school system.

4. Establish an effective reward and sanction system in schools.

5. Conduct parenting education program in all schools.

Target 6:

Expedite the achievement of minimum standard facilities in all schools set by Ministry of Education.

Activities

1. Formulate and complete schematic master plan for all schools.

2. Execute timely the planned activities of new construction and major maintenance of school buildings.
